安全第一!省府为各行各业精准打造复工安全准则!

加中资讯网2020年4月30日讯,安省省长福特在4月30日记者会上表示:鉴于当下情势可谓古今未有,省府誓要全力保护全省所有劳工。为达到这一目的,省府将采取额外措施。

 

换而言之,省府将派遣更多检查人员,提升安全咨询热线接听率,制作海报,针对各行各业提供专门复工准则。

 

考虑到本省雇主正在筹划逐步复工复产,省府将确保他们有相关安全准则,来保护其手下劳工、顾客和大众。

 

4月30日,省府所公布的安全准则,将为所有制造业人士、食品制造和加工业人士、餐饮业人士和农业人士提供指引。

省府的相关措施,将以本省各健康安全协会(HSA)所设计的超过60条准则为基础。

 

目前,本省各健康安全协会已为各行各业如零售业人士、健康护理人士、建筑业人士、运输业人士、警察、消防队和交通服务员工设立了准则。

 

 

 

省府为各行各业精准打造安全准则,而相关准则将建议雇主开始采取以下措施,以因应疫情期间新形势:

雇主应采取措施来确保大家能够保持安全距离,例如:

 

1

禁止顾客在门口支付(pay-at-the-door)

2

在户外举办团队会议

3

错开轮班时间

4

店内用地面标记和路障来管控人流

雇主应对工作场所做出调整,例如:

1

在员工之间安装透明有机玻璃挡板

2

通过安装暖通空调(HVAC)系统来增加公司进气量,从而提升空气流动

使用靴子消毒槽

雇主应采取清洁措施,例如:

 

1

为工作场所消毒

2

为员工提供个人防护装备

3

用吸尘器替代干式除尘

4

确保面向顾客的员工有免洗洗手液

提供场所来丢弃用过的消毒纸巾

强令大家在休息前后洗手

在未来数日和数星期内,省府将与本省各健康安全协会合作,为更多行业提供工作场所安全准则。

 

虽然绝大多数雇主正确行事,确保了他们工作场所安全干净,但是总有些害群之马。自这星期开始,省府增派了58名检查人员,和原有数百名劳工检查大军一同出击。

 

 

 

检查人员的职责是向雇主传达省府防疫安全准则,或是强制执行紧急命令,例如确保民众保持安全距离或关闭非必需企业。

 

截止4月29日为止,本省检查人员已视察5158处工作场所,并发布了1822条命令,有18条命令中雇主因疫情而遭勒令停工。

In this unprecedented time, we must not waver in our commitment to protect workers throughout Ontario. Additional measures are being taken to ensure this end. This means: more inspectors, increased phoneline capacity for safety queries, posters, and sector specific guidelines.

 

The Ontario government is ensuring employers have the safety guidelines they need to protect workers, customers, and the general public from COVID-19 as it prepares for a gradual reopening of the provincial economy.

 

The government safety guidelines released today will provide direction to those working in manufacturing, food manufacturing and processing, restaurant and food service, and the agricultural sector. These measures build on more than 60 guidelines developed by Ontario's health and safety associations in response to COVID-19 for various sectors such as retail, health care, construction, transportation, police services, firefighters, and transit employees. 

 

These new sector-specific guidelines feature recommended actions employers can begin to plan for as they prepare to adapt to the new reality during COVID-19, including:

 

1.Ways to ensure appropriate physical distancing, like eliminating pay-at-the-door options, holding team meetings outdoors, staggering shift times and using ground markings and barriers to manage traffic flow.

2.Changes to the workplace, like installing plexiglass barriers, increasing the air intake on building heating, ventilation, and air conditioning (HVAC) systems to increase air flow, and using boot sanitizing trays.

3.Promoting proper workplace sanitation, providing personal protective equipment, substituting dry dusting with vacuuming, ensuring customer-facing staff are given hand sanitizer, providing a place to dispose of sanitizing wipes, and enforcing handwashing before and after breaks.

The government will work with Ontario's health and safety associations to bring forward additional workplace safety guidelines for more sectors in the coming days and weeks.

While the vast majority of employers do the right thing and ensure that their workplace is safe and clean, we know that there are some bad actors. Starting this week, 58 new inspectors will join the hundreds of existing provincial labour inspectors on the ground. The inspectors will be tasked with communicating COVID-19 safety guidelines to essential workplaces or enforcing emergency measures, including physical distancing and the closure of non-essential businesses.

 

As of April 29, inspectors had completed 5,158 workplace visits and issued 1,822 orders, including 18 stop-work orders, related to COVID-19.
